It looks like a kind of oboe to me. Perhaps the elusive purple oboe?
I think it might be a chanter (? sp). One of the pipes from a set of bagpipes that are sometimes played on their own. Or, maybe not.....
Luke's right; I've seen these played before, but haven't been able to come up with the right name. I think there is another name for them. Best part of seeing these played is that the musician always goes beet red from the stress of blowing.
It's some kind of kurdish instrument - it was during the lunchtime concert I stumbled upon the other day.
Not a million miles from the oboe or chanter, but not close enough either.
I think it's a type of shawm known as a zokra or zurna:
